they probably will = the new tweaks should be announced in the next few days but if they're smart, they will keep listening. Even minor adjustments take time to get used to. Then you have the umpires interpreting new rules to their point of view - even in every day life, when you change a routine, you have "flashbacks" and revert to the old way or just catch yourself. Just everyone needs to have the same understanding of the rules.
