Re: MLB plans to announce rules tweaks, week before opening day

I think it was Michael Kay who said that it would be unfair and nearly impossible to makes changes with the new rules in the middle of the season, and that if they are going to adjust some of them. They should do it before the season starts, then stick with them until 2024 if they want to make more changes.
