no argument with that - but they can't allocate the remaining budget to signing one player and not have enough to sign the supporting cast of players - enough to make a viable roster. Beyond luxury taxes, there could be hits on the foreign signings and draft options. From the sounds of things, Hal is willing to go higher than Cash - so we'll see where it all winds up. I'll be glad when he signs and everyone can move on to other signings.
