I think what he means is not that the Commish banned throwing inside but the way umpires take it away from pitchers with early warnings when a batter gets hits - even if when it's a pitch that got away. Pitchers then tend not to throw inside for fear it misses, hits the batter & he gets tossed & fined along with the manager. All part of the outrageous contracts - it's taking away so much of the reasons we fell in love with baseball as kids. We saw this when Jordy had hit a Ray & the ump issued a warning early - later in the game the pitch went too far inside & hit another batter - at least the umps huddled & decided it was unintentional & left Jordy in the game. Go back a few years when Torre was managing & the Sux hit Yankees consistently - the warning had been issued but Sux pitchers continued to hit Yankees with no ejections. Torre questioned the umpire why the pitcher wasn't ejected - simply the umpires are inserting themselves into games and outcomes taking strategic parts away from the teams.
