if Bader were to be assigned to one of the Yankees Minor League clubs, could the Yankees not just turn around and call him up to the Show?

That's incorrect....
Outright waivers is different than regular waivers because if another team claims him the Yankees can not pull him back. Bader would be going to the team that claimed.
Another difference with Outright Waivers is that if no other team claims him, then Bader will not come back to The Bronx, but be assigned to one of the Yankees Minor League clubs.
