I'd guess all letters get opened - if it's credible probably gets passed on - the rants are probably automatically shredded.. That would be my guess - a lot never gets answered at least from players. It's changed from the days when I was a kid and wrote tons of fan letters and every player would reply with a letter and photo. In the late 90's early 00s I sent checks for two players' charities - one was cashed almost a year later with no reply the other was returned with a lovely handwritten note to state he didn't have a charity at that time.
