problem is it's discretionary on the umps' part what is considered too sticky. No set rules - and for German that was his second instance by the same crew. Scherzer also used rosin - it's confusing and another way to give umpires too much control. This one not only impacts one player, one play but the teams for ten games. Schmidt's was not about stickiness but the discoloration on his wrist.
