Say, if German has to sit out 10 games

Why don’t they send down a reliever from their lower leverage tier and bring up someone who is more of a starter just to fill in til German gets back on roster. They have to have someone in minors who is starting games don’t they? Even if it’s Davie Garcia. They wouldn’t be replacing German, but just replacing a reliever with a starter. Nothing in the rules about that.
